Ccleaner is classified as pua (potentially unwanted application) which is efined as "programs that are not malicious but are generally considered unsuitable for most business networks". it's not strictly malware since it doesn't actively try to infect a system, but it's also generally unnecessary. everything ccleaner does, windows can do natively.
