For f2p or low spender, cons is better for furina (disregard the "but obviously it's better to save for a new character", again this would invalidate the purpose of this question). personally as a low spender with 520 pulls saved up, i'm planning to pull for c2, and remaining into the weapon. is it bad on her? yes, there are other better options.
