What to check/fix: notifications for snip & sketch go to settings → system → notifications & actions scroll to snip & sketch, make sure “notifications” is on. focus assist still under notifications & actions, click focus assist set it to off (or add snip & sketch to the “priority” list) so its toasts aren’t suppressed. In onenote, you can draw, sketch, or write notes with a pen or mouse, much like you can on paper. you can also choose from a shapes gallery instead of drawing freehand. Shift winkey s opens snip & sketch. make your snip, which goes into the clipboard. a notice of it also immediately goes into the action center. click that notice, & the snip will reopen into snip & sketch. draw on it, if desired. click the save icon (disk) at top right to save it to the pictures folder. its name will be a timestamp. I tried snip & sketch, it can do so. when it takes a screenshot, then use its "open with", it can invoke any other app, like paint, photos or another snip & sketch to open the screenshot in them and then do edit work. follow above process, snip & sketch can also invoke snipping tool. but the invoked snipping tool won't open the screenshot.
