Vrc traders is the most trusted place to commission an avatar for vrchat if you're looking to put feelers out and not approach someone directly. the creators there are vetted and legitimate. Most of what's in that picture already exists as assets so, you could find them on jinxxy marketplace, and have someone put it together on a panda base or imlexzs base, and have someone do texture work for the hoodie texture or pay someone to make a hoodie from scratch.
