Strengthening NATO-Gulf Cooperation - Atlantic Council The launch of our istanbul cooperation initiative ten years ago was a strong demonstration that the security and stability of this region is of strategic interest to nato – just as the security and stability of the euro atlantic area matter to the gulf region. What is required in order to make ici a comprehensive and substantive contribution to gulf regional security in the coming twenty years is a unified strategic framework that reflects both nato and gcc threat perceptions and concerns. Nato’s north atlantic council and southern neighbourhood partners recently met within the mediterranean dialogue (md) and istanbul cooperation initiative (ici) frameworks, to take stock of their partnerships and share views on regional security challenges, especially in the sahel and the gulf regions, respectively. The istanbul cooperation initiative (ici) is a nato initiative launched in june 2004 at the nato summit in istanbul to foster dialogue, political consultation, and practical cooperation on various security related issues with member states of the gulf cooperation council.

The istanbul cooperation initiative (ici) is a nato initiative launched in june 2004 at the nato summit in istanbul to foster dialogue, political consultation, and practical cooperation on various security related issues with member states of the gulf cooperation council. The seminar was designed to fit the track ii diplomacy model, which aims to build a community of stakeholders across nato and the gulf cooperation council (gcc), and foster discussions to promote greater awareness of nato’s interests and its commitment to gulf security. This could be developed by creating a strategic dialogue between ici partners held twice a year, once in brussels and then once in one of the gulf capitals. additionally, saudi arabia and oman could be able to attend as special observers. Currently, four countries participating in the gulf cooperation council – bahrain, kuwait, qatar and the united arab emirates (uae) – have joined the initiative, while oman and saudi arabia participate in selected activities within the ici framework. Our goal is to provide us decision makers with an updated, fact based strategy for protecting us interests in the air and maritime domain from the persian gulf to the red sea, and ensuring gulf partners’ ability to assume this responsibility, with the assistance and leadership of the united states.
